Edward G. Scagliotta was born in Bound Brook, New Jersey on June 2, 1927 and grew up on a small farm there during the Great Depression. In May, 1945, Scagliotta enlisted in the Naval Reserve and was assigned to the USS Huntington. He received his Bachelors and Masters in Education from Rutgers University and his Ph.D from Southeastern University.
